Abstract

After more than three years of intensive negotiations, the third EU F-gas Regulation finally entered into force on the 11th of March of this year. The Regulation brings about many new changes; the objectives of this presentation are to highlight what these changes are and what they mean for the RACHP industry. To that end, we will analyze firstly the quota phase down and the product bans that the Regulation is putting in place. Then, the safety clauses have to be considered and presented as well as exemptions to the Regulation. Other bans are planned by the legislation, such as the service ban and the import/export ban, which we will delve into afterwards. Moreover, the Regulation leaves one challenge, related to training and certifications. We will also take the opportunity to foresee possible future reviews of the Regulation. Finally, we will provide an overview of the implementation rules which have been carried out by the end of this Summer which adds a number of key issues, also having a direct impact for the RACHP sector. Last but not least, we will focus on the future of refrigerants, providing an outlook of what is expected to take place. As a conclusion, we will map out the numerous next steps. Indeed, there will be possible reviews of this piece of legislation which leaves the door to many unanswered questions going forward…
